The Philippines Departments with the biggest funds in the proposed 2019 National budget. Education , public works and the interior government will get the most funds under the proposed 2019 national budget ; according to a report released on Friday 13 july 2018 , from the Department of Budget and Management (DBM).
1. Education: P659.3 Billion
2. Public Works: P555.7 Billion
3. Interior and Local Government: P225.6 Billion
4. Defense: P183.4 Billion5. Social Welfare: P173.3
6. Health: P141.4 Billion
7. Transportation: P76.1 Billion
8. Agriculture: P49.8 Billion
9. Judiciary: P37.3 Billion
10.ARMM: 32.3 Billion
The Budget for education, in the proposed 2019 budget amounts to P659.3 billion, higher by P72.2 billion (12.3%) than its cash-based equivalent in the 2018 budget.
How budget will be passed?
President Rodrigo Duterte is the one who would finally sign the budget to be a law, but the executive branch can not decide alone. According to the 1987 Constitution , all bills should originate from the House of Representatives, while the Senate may propose some amendments. Then he President can sign the bill to approve the budget , or he may veto it. In the later case, Congress must submit another budget bill. 
Benjamin Diokno
Budget Secretary Benjamin Diokno assured the public that the Duterte administration’s proposed P3.76-trillion budget for 2019 will not be lost to corruption. According to him social services remain in the government’s priorities for 2019. 36% of P3.757 trillion 2019 national budget will be directed to public services such as education, health care, human capital development and social protection. He said that in the education sector, the largest share would be P659.3 billion higher than the budget this year.
